Wheels not sitting flush with the mounting surface

So I went to have some wheels mounted up to the rear of my GSL-SE and the screws on the mounting surface of the brakes are slightly raised keeping the wheel from mounting flush.

Should these screws sit flush? Is there a detriment to removing them? Or are they solely for holding the rotor in place when nothing else is mounted?

Go ahead and remove them. They are used to keep the drum lined up with the holes for the lugnuts. It can make it a little harder to get everything lined up when mounting the wheels, but I haven't had mine for years and never really missed them (I actually have rear discs now).
