Wheel width measurement

I have a set of diamond racing wheels that have stamped in them 13x7. They measure, from where the tire bead is, 9". Is this right? All 4 are stamped 13x7. I'm confused.

True way to measure width is on the inside of the bead of the wheel with a tape measure, or use a set of wheel calipers. A local tire shop should have a caliper.
