whats the problem

the car over heats a little bit an then there is steam commin from oil dipstick an cap

Not a good sign, check your oil, does it still look like oil or a chocolate milkshake?

There will always be vapor and such coming from the oil fill tube,its a product of engine blowby and the fact that the rotary routes its smog recovery plumbing through the engine crankcase.
What you dont want is to see any green fluid in the oil.Or as Trochoid said,look out for creamy,light colored oil as thats a sign of the coolant and oil mixing together and becoming milkshake froth. A rebuild is the only cure for that scenario.
Dont let the engine overheat when it starts running hot,or youll make the situation worse and possibly ruin a potentially rebuildable engine.Over 3/4 of the way up the temp gauge should be considered the "stop and cool down" point.If the coolant is pushing out of the radiator and into the clear resevior,even when the engine isnt overheating,then thats a sure sign of a blown seal.In that case,the engine compression is forcing the cooling system to pressurize beyond 12-14psi and the excess pressure is pushing the coolant out......same results as before,a rebuild is needed.
