what are these holes for?

what are these holes for?

I'm re-doing my '82 FB, and on the driver and passenger floor pan there are two holes which appear to be factory. the passenger hole still had the plug in it, while the drivers side was missing the plug. what are these for, and should i track down new ones, or just fix the rust around the holes and weld in some new sheet metal?

would you be able to send a picture that is zomed out more of where the hole is located .... I think that I know what it is but I have to be sure on the location. THanks

The holes are there to act as drain plugs. I bet that when you removed the carpet, it was moist and damp under there? The holes are there to vent out the humdity that forms under the carpet. I would fix the rust, and put them back. The missing one can be made of sheetmetal.

it wasn't moist and damp under there. I'll fix the rust and make a new one, should i just RTV it in place, or get some foam window seal to replicate the stock seal?
