What does this do?

what does the indicated linkage do or open?

When it is a W.O.T. this doesnt lift completely. I see that you can adjust it so it can lift completly, and would there be any performence increase if i adjusted it so it would raise completly when it is W.O.T.?

It would help if you circled what you are refering to. If you are talking about the the rod that goes down to the lower front of the engine, that is the MOP rod, it injects oil into the engine. If it's working properly, leave it alone. There is a measuement for the freeplay for the rod, and a volume test for the oil output in the FSM. There is no performance increase to be had, other than it keeps the apex seals and housing lubed, extending the life of the engine.
