Yeah they're talking about the secondaries on the nikki carb. I dont know exactly how you'd change when they open, except by converting to mechanical secondaries. Even then thats dependent on your throttle position.

You can also change when they open by using different stiffness springs in the vaccum box.

The secondaries on my RX4's carb weren't opening they way I wanted them to, so I started playing around cutting and stretching springs and noting the effect. However, while I was doing that, I noticed a little slotted screw head in the side of the carb. That is a little plug that has a hole in it which has to line up with the vacuum passage. Here's the fun part: the slot on the screw doesn't necessarily correspond to the position of the hole, and if it has been overtightened, the hole won't line up in the vacuum passage properly, so the secondaries don't open when they should. I had to note the position of the hole relative to the slot, (I know...) coat the thing with blue Loctite, and reinstall it so the passages lined up.
Voila! Secondaries to da max.
