Uncooperative Clock

After a small investment in fuses and the cleaning of many things electrical, my son's '83 is coming to life!
The clock, however, refuses to be set. Of course, when the battery is reconnected, it displays 12:00 and runs from that point, but the + & - buttons do not work. The Reset button does clear minutes.
Am I missing something in setting the clock?

I do hope you saw the far left button that says free/lock? If it's in lock, then you won't be able to set anything. Other than that, maybe pull it out and see if you can open it and clean the contacts on the switches. My 83 is able to be set, hopefully you can get there.
