There's a white plastic rotating disk under the steering wheel that has a protrusion on it that bumps up against the turn signal cuff when you complete your turn (as in recentering the wheel after the turn). When this white plastic gets brittle over the years, it causes the protrusion to break off preventing the turn switch from coming back to neutral after you recenter the wheel.
You can remove the steering column plastic parts with 4 "X" head screws from the bottom, and then remove the steering wheel to see the plastic rotating disk.
Replacement may be required through VB or another retailer, or you can always look at the pick-a-part places. Good luck,

anyways my question is to clarify that the white plastic canceler just slips in there and the spring holds from the middle?

If I remember correctly the 2 tabs(pin like) that stick up from the center of the combo switch are what actually control the shutting off. This part is molded into the center of the combo switch.
