Trouble removing headlight washers

I'm in the middle of swapping bumpers because the old front bumper has some damage. The replacement bumper is stock but doesn't have the headlight washer nozzles in place. Since the holes are already in the replacement bumper I figured I'd just swap the nozzles from my old bumper.

But I can't seem to get them off the old bumper. There's a nut in the back but it just spins without anything really getting any loser. I guess they must be stripped by now... Any suggestions?

isn't there a nut inside the rubber shroud too?

Umm... The outside rubber shroud on top of the bumper was able to be pulled off. That leaves just the hard plastic piece that the nozzle fits inside of. Where on that would another nut be? I didn't see anything of the sort... (Am I going crazy?)
