TPS after rats nest removal

I have an 84 rx7 GS. I want to know if the TPS still plays a major role in running after the emissions systems have been removed. My 7 will not idle at below 1000 and surges below 2000. I have been working very hard to determine the cause of this to no avail. Vacuum gauge read between 13-15psi while engine was surging between 1000 and 1200 rpm. I can't find a vacuum leak anywhere, which has been my suspicion all along.
