too much air to the cats?

So I went to get my car inspected today and they get ready to the do the tail pipe sniffer. Not long after the put the sniffer the technician at the shop comes up and tells me they can't inspect my car, too much air in the exhaust. They pulled my car out, handed my keys and that was all they would say to me.

So here I am with an entirely stock '83 GSL wondering what the hell they are talking about. I looked at the plumbing around the air pump and nothing looks out of order, things are definitely running through the acv. There's no direct line from the air pump to the cat.

I didn't have time to try another shop in today but I'm definitely trying a different one in the morning. But in the mean time, is anything I can check to verify this?

The only possible issue I can think of is that my idle isn't very solid (tends to idle low and bounce) and the NC emissions test is done at idle.... but I don't see how this would affect the air flow to the cat??

Now that is a weir thing, I failed after doing also the air pump to cat but that was because my cat was clogged. Now I got a new cat however I have a slow leak from the cat being that is some how cracked. I am just going to go around the system and screw it. Last year for testing anyways for me. Good luck with that bro and let us know what it was if you find the problem.
