Tips for getting an RX-7 up to emissions/inspection passability?

I've read over all of the laws and stuff here in Maryland, but they don't say what they look for or if they do, it's impossible to understand.

I'm not really sure what goes into a safety inspection, but I'm hoping it's not the following:

visible rust
stuck headlights (the lights work, but the pieces need to be unstuck)
broken tail light covers (the tail lights work!)
broken AC
disgusting interior

The only things I really know about the emissions tests are that my car would be submitted for the idling test. If anyone has any ideas of what I should look into after I get it running, which I'm hoping is possible, then I would be a very happy camper.

REMEMBER, I'm a newb.

Make sure your ACV is pumping air to the rear pipe not the middle one going up to the air cleaner. If it is take that hose and plug it directly into the tube that goes to the cat. Try that and if you fail youll need a new cat. My HC's went from 450 down to 30 when I did this. Most states HC is around 400-420. Good luck. Dont know about the safety **** in your state, probably on the net somewhere. A good tune up doesnt hurt either.
