timing?

I went out ot check my timing yesterday and here's what I got. The leading timing was at 0 degrees, but the trailing was advanced 22. Now I went to adjust the trailing but the vacuum was already all the way in and the only thing I could do was advance it more. The solutions that was suggest to me was to lift the distributor up and move it over a tooth. Does this sound right?

There ARE tally marks on the distributor. Maybe you should check the manual, then pull the dist out (pretty easy!) and make sure everything is where it ought to be. Possibly, some mechanic replaced the shaft incorrectly, then massacred the timing to get it to run somehow anyhow.
