So what exactly causes an apex seal to get stuck because it sat?

Some, it seams the sit for a couple months and get a stuck apex seal or like mine it sat for 4 years but started and ran. What is the major contributor of stuck apex seals?

I recall hearing if you drive 'em like a grandma they have a tendancy to get carbon locked. Thats why your sposed to wrap 'em out everynow and again.

Carbon buildup, pure and simple. Seafoam is a great solution for that issue. Redlining the car also helps blow some out, but I always run a can of SF through the gas tenk about once a month when the gas level gets low. I like to run a full can to 1/8 tank of gas. Works great...

Ah, right... In that case, I suppose there must be a vacuum line leading into the intake somewhere. He could either dump it down one of those, or have it sucked in while cranking..

Update....car is now running almost perfectly and drove it for the first time today..went great other than this wierd rattling coming from somwhere in the back (think it might be loose sheilding) anyways thank yall for the help and when I get a chance i'm posting pics
