Strange shutter valve problem help!!!!

Strange shutter valve problem help!!!!

I recently took the top cover off of my carb to replace my floats. Before I replaced them I had my shutter valve plugged and my car ran great. After I replaced them i discovered that now if I plug it the engine runs extremely rough for a few seconds and then dies. I have tried messing with the linkage and everything i can think of and it still does the same thing. I believe when I plug it it is cutting fuel off to the back rotor completely which I have never heard of happening when its just idling. I want to fix this soon because the honking noise coming from under the hood is driving me absolutely insane lol. Does anyone have any suggestions?
