steering column cover???

Question steering column cover???

my steering column cover is completly loose, i can spin the thing in circles and the plastic around it is cracked. i was going to repace the plastic, but i dont know how to tighten down the unit below it that has the turn signals and such, any help would be gladly appreciated.

theres a clamp on the steering column, 9mm bolt i think from memory, the cracked cover is common , buy a new one
