is this a standard flange?

does anyone recognise a standard flange like this?
it doesnt match up with t2 t3 t4 flanges ive seen

A standard T3 Flange has an 85.7 x 44.4mm spread at the center of the bolt holes

the flange pictures has a 64 x 39mm spread at the hole centers.

I thought it might be a super small frame turbo flange
but i cant find specs on any baby turbo's

appreciate the guess tho.. no one else has tried.
