So the odd thing about my fb is that it has the rats nest in. but my shutter valve is bad. And I have it plugged. My question is after I replace the exhaust system today. Is it possible to pass smog with a bad shutter valve or should I just spend the extra $$ to replace it?

my bet is yes. they will probably not let you pass unless you have everything working. or maybe you should move out of California. some states dont do testing

Can't comment on what the CA smog people would do as far as the visual inspection is concerned, but i can tell you that it will pass the sniffer test with no shutter valve. Mine has passed 4 times with no shutter valve, the rest of the rats nest intact, racing beat header and a ebay cat.
