am i just imaginining things or do some fb racecars have undersized wheel/tire combos?
or is it just an illusion created by a severely lowered car with wider than average wheels?

A perfect wheel tire combo for the auto-x it 13x8 wheels with very low profile tires the same size. it lowers the car substancially, and makes the tires stick out the sides about an inch.

You are not imagining things. Many people run tires with a significantly smaller outer diameter. It does make the cars look a little funny.
The picture shown is an SCCA Improved Touring race car. The class it runs in, IT7, is a regional class supported in some divisions (Southeast and Central most notably) and is based on the ITA class rules which allow an up to 7 inch rim width and the original diameter (for a 12a car, 13").
The 13b first gens run in ITS, and also are based on original diameter (14" in this case) and up to 7 inch rim width.
Also, the cars are allowed to be lowered to a minimum 5" ride height measured at the bottom of the rocker panel.
Regarding tires, Hoosier R3S03 are generally the preferred tire for ITS and ITA / IT7. On my car I run 225/45-13 which has an outer diameter of 20.7" compared to the stock 185/70-13's with an outer diameter of 23.2" - 2.5" taller.

I just recently switched to 15x6 wheels with toyo proxes ra1 tires and a new suspension setup. It performs better than with 13s.
with the 13s I had a harder time controlling the car due to the bad tires I ran with, but the lower center of gravity helped a lot.

Sweeeet. I ran on 205/60-13 Comp T/A's for the longest time, fun tire. I really need to get away from the 5.5" inch rims, those Cheviot's look nice. Where'd they come from Toughguy?

I used to run A3s03's but then I started throwing in a couple road racing days on top of my autoX, so I got some tires that serve dual duty..
For what they are, I couldn't have picked anything better...
And my wheels are from diamondracing.com as well
