Shipping a set of shocks

Ok so, recently I bought a set of shocks from a froum member and now we can't get them shipped. UPS says they are considered a hazmat item and federally regulated, that we need a thrid party hazmat broker. Seeing as plenty of guys sell secondhand shocks and such, how do you guys ship them? Why a third party broker if ups ships them anyway?

I shipped fedex, said it was auto parts.

So have them packaged and just say its auto parts
