SE fuel pumps runs constantly

85 GSL-SE , PO swapped S5 keg with stock GSL-SE everything else (ie fuel injection system, intakes, dizzy , ecu etc...) .
Trying to get this project car I got awhile back up and running.
Guy started it but did not finish it so I am at a loss as to what he might have done on some things.
Car has a new fuel pump. Turned the key on today and the pump runs constantly, not just on start up like it is supposed to.
The relay bypass jumper by the AFM is not jumped.
So, any thoughts on why the pumps runs all the time when the key is on?
It is wired correctly according to the FSM.
The only thing I think of is PO put a banjo bolt on the fuel rail instead of the pulsation dampner.
So, any help appreciated.

Stock wiring going to and from the pump.
PO didn't do anything under dash or by the ECU.
I'll check my flapper door and make sure its closed.
I was thinking maybe a bad relay (beside the ECU).
I know 12A pumps run all the time, but the SE one is supposed to pressurize the system and then shut off until running.

Yeah, unless the engine is running, the pump shouldn't operate unless you have the proper plug "jumpered" and/or you push open the AFM flapper. I would think a bad relay would not allow power to what it powers, not change what triggers the power to be sent...I'm sure if I missed/overlooked/erroneously stated anything, one of the SE experts while chime in...GL

Well, I checked the AFM door and pushed it in and out a bit and then it stopped doing that (running all the time).
So, perhaps the flapper door was stuck a wee bit open - enough to trigger it. Ain't doing it now though. )

A cautious CONGRATS! Hopefully that is all it was, good thing you noticed it in the first place.
