Rough idle, acts like power loss maybe

Rough idle, acts like power loss maybe

Well I just got a new carb. Striped, rebuilt, etc ala Sterling style. Getting a really rough idle, almost random probably because I have the accel cable loose till I get it dialed in. However where ever it stands at, say 1200, it will drop 300 rpm then jump back up to 1200. Seems to hold fine at 3000+ but anything below and it gets the jump. No leaks that I can find fuel, vac, or otherwise. Timing seems solid but with the jump its kinda hard to tell. Stripped emissions. Whats going on guys?

Like I mentioned on the phone, it's 99.9% the new needle valves are stuck. They are always a PITA.

This happens to me pretty much every time I rebuild a carb (have done around 15-20 over the past few years).
