When I did my wheels I used air craft paint remover,I got it in a 1 gal jug,at Discount Auto parts but this is sold at most large auto stores,

Its very safe for aluminum,

Take the wheel off the car,brush this on the wheel,WEAR GLOVES,cause it will burn let it sit for like 10 mins,get a brillo pad or rough brush and scrap the clear coat or paint off,You migth have to do this in many steps,UNLESS YOU can get a bead blaster,then hit the painted spots,

While your at it,I would polish the wheels out,

Pending on your wheels shape,if they are not damaged,You will have to do a multi step process with sand paper to get out the small pits,then buff to a shine,tape off the area then paint the slots..

It sounds like a lot of work ,but the outcome is nice when done right.

I couldn't get all the clear coat off with stripper. I ended up sanding it off along with the little ridges then took the sanding marks off with steel wool.
I didn't reclearcoat the wheels because it will yellow and look dull after a short while. I just kept after them with a little Wenol polish. After several years (and winters) they shined like chrome after polishing them.
