Rex boggs out when throttle 10% or more.
im on 105,000 miles, i got my webber tuned and installed, drove home great, my mech told me befor i left he thought the fuel pressure was low goin in the carb, but then he tested it agin and it was fine. Anyways i got and turned it off for about a hour or an hour 1/2. Then when the motor is cold or hot, when i open the throttle only 10% or more it boggs out bad and motor gains no power and it goes BRAAAA BRAAAAPAPPA all nasty sounding. But i can go up to 6000 rpm fine if i barely push on the throttle? The ignition is new, the plugs are new... could it be the fuel pump? or what else could it be, befor i drop money on a new fuel pump.

I would try and test that fuel pressure again. Webers are VERY picky about fuel pressure, a good aftermarket pump and regulator should be used with that setup. I ran a Weber DCOE on my 7 with the stock pump for a while before upgrading to a Carter pump and Holley regulator, and after I did I couldnt believe I ran it with a stock pump. The difference was amazing. I also have a Weber DGV on my Toyota 4x4 with a Carter pump and Holley regulator and the engine in that is finiky about fuel pressure too.
