Replaced steering box, now no steering response?

Replaced steering box, now no steering response?
On my GSL-SE, I've replaced my worn steering box with what I was told is a "refurbished" unit.
I've got everything swapped out, triple and quadruple checked everything, and turning steering wheel hub (I've got an aftermarket wheel) produces absolutely no response from the front wheels.
The pitman arm is most definitely connected and bolted in, the box is filled with fluid, and I've even tried changing the 3 adjustments on the box itself, nothing...nothing at all is responding.
Am I missing something here, or did I get a bad box? When I turn the steering shaft on my old box, it turns the out put shaft where the pitman arm connects. I remember on this "refurbished" one, weeks ago before I even installed it, I found it weird that the output shaft didn't turn when I spun the steering shaft. I chalked it up to maybe needing to be fully installed to work.
Any ideas!

If the input shaft is turning but the output shaft is not moving at all, you almost certainly have a defective unit. It's a simple machine, a worm gear moving a toothed rack nut via recirculating *****, and the toothed nut turns the sector shaft. Not counting bearings & the *****, really only three working parts in it.
The only other possibility is that the input shaft has separated completely at the collapsible junction halfway down.. .but you'd be able to note that because the steering wheel would be too far into the cabin.
At a guess, the 'refurbisher' probably forgot to put the ***** into the rack nut.
How many turns do you get of the steering wheel, lock to lock? If you can just keep spinning it in one direction without stopping, the ***** (or the rack nut, or both) are missing.
Can you move the pitman arm without any resistance?
