No relay. Third fuse (10 amp) forward from driver's seat on the left is for parking lights. Retractor fuseable link under hood, near battery, on inside of wheel well is for headlight retractors. They are not in the same circuit. You likely have two problems. Do the headlights go up and down with the switch on the left of the dash. Do your dash lights work?

no the headlights are stuck in the up position and wont retract at all right now. as far as dash goes the light beside the ignition switch works but none in the center console works. i think i already replaced that fuse but i will double check to make sure. but none of the parking lights are working. i will def try replacing the retractor relay thanks. after i check the fuse if parking lights wont work i guess ill have no choice but to replace the harness. i replaced the wires i burnt up and i think i spliced it all back in right but its possible i didnt. thanks for the help, im not too good with wiring

Where are the burned wires located? Under the dash or in the engine compartment? The fusible link box near the battery has three links that appear to be made of cloth. Make sure the link marked retractor is not blown or corroded.

thos fusible links are a good thing to have. it may have prevented a fire. sometimes when they blow you can see that they've burnt through and other times they pop inside of their sheilding and you have to feel the wire to see if its bad.
