Rear bumper removal?

Rear bumper removal?

Okay, first thing I did was searched and found a few helpfull threads. Most stating what I had already been told. Pop the two covers off on both sides of the spare tire well and remove the nuts from the ends of the bumper shocks. Well I did this and the dang thing is still a no-go. It won't move any. I even soaked everything I could see inside and out with wd40.

I just want to make sure that those are the only two nuts you need to remove for the bumper to come off before I hook the come-along to it and start winching away

There are two bolts, 17mm I think, on the underside of the bumper. take those out and the bumper will come right off leaving the shocks in place.
