Question about shutter valve & deratification

Question about shutter valve & deratification. I am getting ready to do a rat removal off rusty (84 12a cali emissions), she's emissions exempt now and the shutter valve is bad.

So I figured might as well fix 2 things at once. Getting rid of the rats nest will help clear the way to access the shutter valve. In the PDF helper for deratification
it shows just a plugging of the 2 hoses.

Will this fix a bad valve or are the 2 cap's assuming your valve is in normal operating condition?

As far as the shutter valve. It's pulling air in the larger hose under 1100 and idle is rough. Oh btw I am gonna test the Shutter Valve Solenoid tomorrow (thx for manual pdfs again) just to make sure.
