Drill with a 'rust remover' pad from Pep Boys takes off paint and rust and is quite gentle on the bodywork. Faster than Dremel. When I'm in a hurry I get out the 4.5" Black and Decker grinder with knot wire wheel and strip it down to the metal in seconds!

You should look at POR-15's Metal Ready product. After grinding the rust away spray MR on there. It'll stabilize and neutralize any rust left on the metal and put a phosphate rust preventing coat on there. Just primer and go from there. I used this stuff on the very rusty truck bed of my REPU and it really is wonderful.
