Overheating

My friend has an 83 GSL with an electric fan, recently his car has been getting REAL hot REAL quick, shooting up into the red with in 3 mins of turning it on. We've replaced the therostat that was shitty and tightened all the belts and now we are stumped. I'm thin king it might be the water pump but am not sure, any suggestions on what to do next?
