Oil control ring install and clearance

I am rebuilding my 79 12a motor. I am attempting to install the oil control rings into the rotors. The workshop manual says to press them in so that the lip sits .4mm below the surface. They don't seem to fit that low into the rotor. Am I missing something or can someone explain to me how these are best installed?

Why would the control rings sit lower than the rotor? I could have sworn its suppose to be .5mm above the surface. Also are you sure you have the right control springs and flipped the right way? Someone who is well experienced can you please put in your input and help this fella out?
