If you have the charcoal canister still attached, hissing is good, that means it's sealed which is what the EPA wants. Having a vented tank WILL NOT cause your carb to flood over. It's vented to some effect just the vapors are collected in the canister and burned through the combustion. When fuel leaves the tank, air has to fill the space. No fuel flows if the tank is in a vacuum.
