NO vac going to distrib. ?

Been battleing with the funky cold idle problem. (Timing has been set new plugs and wires runs great except at cold idle.) I seem to have traced it down to the vac lines going to the distrib. There is no vac comming through the solinoids. Are these only supose to open at cruise or something?

If I put a T inline with both vac actuators in the distributor and go straight to engine vac my idle smooths out a TON. Just wondering if this is safe? My temp doesn't change at all I let it idle for about 15-20 mins monitering it. Also adjusted the idle mixture down a half turn or so. THe exhaust even sounds quieter with less tingy popping.

Just want to know if this will hurt anything at cruise rpm or be harmful in any way.
