need help with my "anti afterburnners"

ok, so i have been slowly working on my 85 rx7 for a little bit now. when i got it, it wouldnt run and now i got it running but it wont idle for nothing. i replaced vacume lnes, rebuilt carb, new cap, new rotor, ngk plugs and wires, oil change, fuel pump. i t still wouldnt idle smooth (between 800 and 1200) but at about 2000 its smooth. so i tested the anti afterburnners and they didnt work. i got #1 to work well and pulled off #2, i pulled ogf the cover on the left, and noticed a cut off bolt ( approx.3/8 in) sealing up a hole with rtv and another just pluggged up with rtv. somehow i missed this backyard engineering when i had it all apart the first time, has anyonr ever seen anything like this? should i plug the holes back up? any other tips? i am having a hard time with all of this, i have little money and would love to put her on the road soon. thanks alot
