Need dash electrical help

Tried looking through the archives to determine the root cause, but couldn't exactly match it up. Replaced the 3 lead fusible link over the weekend (previous one burned up - literally, not a pretty sight). When I started the car the clock does not retain the time and is at low voltage. The stereo (non-OEM) does not come on at all. The background light on the clock works & displays the time at full strength. I've checked the stereo fuse (20A) & that seemed to be OK. Any suggestions as to what to look for next.
