more help please

my car is running reaallllyyy shitty. It is acting like it is cutting fuel but i dont know for sure when i get on it hard through first it stutters and cuts out on second. Is this a fuel delivery issue? I know that it has had the rats neat removed and it backfires really bad when i shut it off and it feels like it hesitates really bad when i get on it from a roll. Please help as this is my first first gen and I am not at all familiar with carbed cars and i've just about run out of hair to pull out. Oh yeah' it also has the 2dilfgs or whatever the 2nd gem plug mod is but all of the other 7s i've had also have the same plug (they were all 2nd gens) but my tranny in my 91 is shot so i have to drive the 79 so PLEASE HELP ME!!!

First thing to check fuel filter, then spark at plugs, coolant and oil levels.

Does it act like its rich or lean on fuel

really it acts like it isnt getting any fuel it has great fluid levels and fresh (less than 1 week old ngk plugs) like when i get on it it acts like it is sucking the float bowl dry and the starving itself i am replacing the filter today and hopefully that fixes it
