How To: Remove the cowel?

Yes it is.
What you do is remove the securing nuts that hold the driver side wiper arm on and remove the wiper arm assembly.
Open the hood. On top of the rubber stripping that runs along the edge of the cowling are securing screw. Remove all of the securing screws. Pull the cowling slightly towards the front of the car and then up. Underneath their should be the washer lines. Detach then and you will be able to remove the cowling. :-)
