How much Voltage should the ignitors getting and using?

Trying to check my Ignition system for problems...
my car has been running like **** for about 2-3 weeks and starting to look at the different systems to use the "Process Of Elmination"

I put a test light on the ignitors and the test light came on, but was dim...
Never Used a Multimeter before... what setting should i put it on to see what kind of voltage is getting to the ignitors and what voltage its sending to the coil too...
What are the values I should be looking for, and what other things should I check?

Also another small question... the 2 fuel lines to the carby, are they both supposed to be getting fuel? cause I pulled one off and it spewed fuel every where but the other one kinda trickled alittle fuel, and has a small filter or somthing in the middle of it...
Thanks,
Tim

Can't answer about the ignitors. But the fuel lines, one is supply, the other is return. The return should be the one that has the "Filter looking" thing in it. That is a check valve.
