How do you remove the panel between the hood and the windshield?

How do you remove the panel between the hood and the windshield?
The little one with the slats? It looks like it should be removable. I have what looks like a mouse nest in there from the winter I need to take out.

easy-
remove the wipers, flip up the covers and start with a 10mm or 12mm box wrench for the arms, 14mm I believe for the bits under the arm NOTE THE ORDER THESE THINGS RE-ASSEMBLE! The panel itself is held on by 3-4 phillips screws inside the engine compartment. NOTE there are some pads the panels sits on that my fall off/get lost as you lift it off. GREAT time to lube the wiper transmission pivots!!
