hot start relay

Question hot start relay

do i need the hot start relay to start the car? i have removed the hot start motor because i am using a holly carb. i have the main positive from the battery going to the top terminal on the solenoid, and the blk w/yellow wire going to the clip terminal on the soleniod. the blue w/ white wire that goes to the bottom terminal on the solenoid is not putting out any voltage-this is the wire that comes from the hot start relay. the solenoid clicks but the starter will not spin, it was tested and come out good. any help? thanks

thanks i'm going to take a jumper cable and run it from the +battery terminal to the starter to see if the battery cable is bad.
