Horn wiring

hi guys,
need your help here as i'm terrible with wiring. so here's the issue, the previous owner replaced the stock steering wheel with a Grant wheel. I noticed that the wiring in the horns were not connected so when I do plug them in, it is constantly beeping (luckily i have a battery cutoff so i can disconnect it to shut it off).

i've removed the steering wheel and the one wire that's connected to it. it still beeps. i've removed the plastic trim around the steering column and did not see any wires that were cut, no connected, etc, everything looks fine. how do i go about troubleshooting this? i really need the horn, especially in atlanta traffic. any help would be greatly appreciated. thanks.

so here's my understanding of the wiring for the horns:

steering wheel button, when pressed, closes the loop which triggers the horn relay to supply power to the horns.

but in my case, without the steering wheel in place and the wire not plugged in, could it be a bad relay?

generaly speaking that wire running to the horn button is a ground wire.
so some where that wire is graounded if you have a volt/ohm metter you can see if it is grounded.
You might have to work your way to the relay.
one side of the relay the coil should have 12 vdc prob switched with the ignition switch the other side would run to the horn button or ground.
you know the honrs work so no need to worry about the normaly open normaly closed side of the relay.
does this make sense?

It might be simpler for you to just re wire his crap.

Sort of understand. I tried looking for the relay but could not locate it or the male connector with the green with white stripe, green with blue stripe, or the green with yellow stripe wires. I need to find it to at least troubleshoot the wire to the button. I looked on the left side if the steering column. Does anyone know if the vent lever end just pops out? I want to remove the plastic panel to have easier access/view in that area.
