I don't know what you're asking about in the first picture, but I believe that the hose in the second picture is for the sub-zero start assist system. It should go to a container on the far passenger's side of the firewall filled with a 90% antifreeze/10% water mixture that is pumped into the carb to help starting when it's below zero.

in that first picture, there is that white w/black striped wire.. it has been chewed and was wondering what it was for..
