In the stock system, the maximum fuel pressure within the carburetor is determined by the fuel pump pressure, while the internal carb pressure is regulated by the return line having to feed back to the tank through a small orifice within the fuel rail plumbing. The orifice is smaller on later carbs that have slightly higher pressure specs than the older carbs. The pump output is the same. All it does is minimize the surging that will happen without a "real" regulator. The surging can be from the pump during electrical fluctuation or from the tank due to expansion and sloshing.
Pre Rx-7 Nikkis had a much better reed type fuel regulator.

I believe the WSM refers to it as a "restrictor" simply because of poor language translation. It's actually a check valve to keep fuel from spilling out of the return line of the tank during a roll over.
