Help with Fender Flares

Just like the title says. I've even drawn this on paper and can't make much sense out of it.

Ok I want 15" wheels. I also want to make them wide. Theres a few threads on here saying you can get away with so and so tire without flares, but if you had them you'd be golden. How does this make sense when the flare is only going to cover up the tire/wheel thats protruding from the wheel well. It will still hit the fender, correct?

Do ppl normal trim the fenders then put flares on? This must be the whole point I've been missing if so. Somebody throw me a bone on this one, because I'm getting tired of my car, and its like 600 miles away..

Most people trim/roll the fenders because otherwise it looks funny if you still have the stock fender on the inside of the flare. Trochoid has a good thread about rolling the fenders in prep for flares i believe.
