Without looking at the FSM, I would say yes. I have found that if the heater core tubes that protrude through the firewall are not perfectly round, they can leak and run into the passenger compartment. The tube ends are very easy to bend when removing and replacing the core. I had this problem with my 2nd gen, even changed out the heater core thinking it was bad, same problem after the switch.

If you look at the short leg of your valve, you can see that it is out of round. To get them round again, I look for something that is round and tapered and gently tap it into the tube to bring it back to being round. Be very careful doing this as the tube can split easily. Once you get it as round as you can, double clamp the hose, reversing one clamp to the other. This will draw the tube to a near perfect circle and seal better.

That's it.

What happens when these go bad is that the pushrod assembly that's attached to that pivot arm, will allow coolant to seep past the rubber O-ring assembly down inside that piston. When this happens, the coolant is able to gush out the top of that piston and past the 'grill' that you see that the pushrod goes down into.

Replacement of the valve is a PITA, but that will most likely fix your coolant loss problem. HTH,
