Cool headlights messed up.....

i tryed to make my headlights be "sleepy" i used what a fc guy told me to do by taking the fuse out and then taping it till the lights are at the level i want but when i did this as soon as i turned on the lights they open all the way and wouldnt close unless i put the fuse back in..............i PMed him and he told me to talk to ya'll...is there another way i can keep my lights half open and stil have the lights themselves on with out then bein open all the way?????????
