headlight issues, STILL!
so had an issue with my 84 SE, Only had brights no low beams. Bought a used switch from someone on here and it doesnt work at all, not only that but when i installed it my headlights went up and will not go back down. all fuses good, what do i do???

Just going off of the FSM, check the fusible links. Try manually lowering the headlights and then raising them with the headlight switch again.
Check the voltage at the RY and the RL line of the headlight connector when the light switch is in the ON position. The connector should be a three wire connector. I would expect to find it under the dash. I believe RL is red with light blue stripe and RY is red with yellow stripe. Voltage should be equal to battery voltage. (FSM 15-30)

The red/blue wire at the combo switch plug and the headlight plugs is the high beam power. Should have 12v+ when the high beams are turned on or the stalk is pulled back. Up circuit is a red wire from combo switch plug through retractor switch on dash to headlight retractor plug. If the red wire has 12v at the retractor plug, the headlights go up. They stay up until the 12v is supplied to the down circuit which consists of.... A red/white wire in the combo switch plug goes to the retractor switch on the dash. A red/yellow wire goes from the retractor switch to the headlight retractor plug. 12V to this red/yellow wire at the retractor plug (either one) should make both headlights go down. Do not confuse the red/yellow wire in the retractor plug with the red/yellow wire in the headlight plug. The later is the power wire for the low beams. If you decide to retract them manually be sure to unplug the retractor plugs first.
A dirty, corroded fusible link terminal can cause your original symptoms, even without being blown. Enough power gets through to power the low beams, but not enough for the high beams. You might try cleaning all the terminals on the link box with a small wire brush.
Did you make sure you had the white plastic parts in the correct places when you snapped the original switch housing back together?
