Headlight button issues

So, my 1984 GSL SE headlights work just fine but the buttons attached to them aren't the happiest.

2 issues in particular being (1) trying to turn on my high beams turns off the headlights. Pushing forward on the stalk turns the headlights off and pulling back will get high beams on but it'll bounce between high beam and normal. (2) The button to pop the headlights up appears to have just given up. I can still get them up no issue via the stalk but the switch on the dash to pop them up does not work. If I push it it just bounces back into the off position, will not click into place to save its life. Pushing it does not result it any kind of response from the headlights.

I'm not entirely familiar with the best of words behind the dashboard and the almost 40 year old plastic has kept me from prying at it but I definitely need to get these issues fixed. What am I looking for with my highbeams, blown fuse? Is the button for my pop ups broken or is that issue electrical? Any help and words of advice are appreciated.

1st complaint usually related to dirty/oxidized contacts in combo switch that controls lo/hi/flash to pass headlight modes. The switch can be removed and disassembled with care to clean the contacts. The dash button may be faulty and need to be cleaned or replaced.
I would clean the stalk mounted combo switch 1st and get that operating correctly and then tend to dash mounted switch.
