head light pops up, but not all the way

so, my car has been sitting on and off for about 2 years now. it has a ton of the normal sitting problems. so, i've been going through, cleaning grounds, getting lights working again, wipers all that kind of great stuff. so, i went through the wiring diagram, cleaned up all wiring involved with the head light retractor motors. the passenger side light wasn't working AT ALL. it popped up one day and never went down. so, i cleaned up all the wiring, and the wiring and connections on the driver side motor. i don't have a batter installed because i need to change the oil and drain the fuel tank before i do fire it up. i'm doing this mostly on continuity. when i thought it was all good i hooked up the battery to make sure it was workin'. it has power, it pops up about a 1/3 of the way and that's it. is this a bad motor or am i not getting enough juice to the motor? i appreciate any help. i know it's common for corrosion in the connectors, but i just cleaned them all up and hit them with a little dielectric grease.

yeah, it moves freely up and down, although i am noticing that the little bushing at the elbow seems to be getting warn, but it isn't binding or anything yet. thanks for the reply, i will see if maybe that's it and i'm just not looking at it quite right, but it seems to move freely all the way up and down manually.

you might want to try a different motor if you have one laying around .

Just an FYI; dielectric grease is an insulator. It's fine to use on the outside of clean tight connectors for waterproofing, but you don't want it between the mating contact surfaces.
