Question Fuel running out of the top of a double barrel carb

I have installed a new fuel pump, and pressure regulator on my carbereted FC. The car still wont start. It will almost, you can feel it trying to take off, but it wont start. I took the top casing off the carberetors and had a friend watch to see what happened. He said that there was fuel running out of these two nozzel type pieces that are sticking up between the barrels on one of the carbs (they are circled in the picture). As far as he could tell there was no fuel coming from the other carbs side. Do you guys have any idea what might be causing this and how I might be able to fix it? Thanks,

Chris

Is that a blow through carb? I have no answers except are you sure you have correct fuel pressure? IF those were the air bleeds, you probably have to much fuel going into the float bowl and fuels going were every theres holes, maybe the float is set wrong? Really don't know though.

no, i dont know if i have the correct fuel pressure. I have it regulated to about 4.5psi, but i have no clue what the pressure is supposed to be for the carbs ive got. The fuel is actually running out from the hole where the brass things are coming out of. I am going to try to look for a leak again.
